| |  From the Desk of Don Shea, Director and Contract AdministratorWelcome to the winter edition of the NTHDC newsletter. We have included information on a variety of topics and provided some in-sight into recently published HUD policy changes and recommendations.
Congress recently passed a short-term budget using a Continuing Resolution providing funding for the federal government through April 28th. This will allow HUD to renew HAP Contracts during the first quarter of 2017 along with maintaining their day to day operations. Dr. Ben Carson has been named by the Trump Administration as the nominee to become the next Secretary of Housing and Urban Development. Dr. Carson and President-elect Trump have not provided a lot of detail on their plans for HUD and how they will approach the federal government's role in helping to provide affordable housing, so we will have to wait and see what policy initiatives are proposed.
We have submitted an annual work plan for Management and Occupancy Reviews to HUD, but we are still awaiting approval. It's likely that we will only have an approved plan covering the first quarter of 2017 based on the current funding situation with the Continuing Resolution. The plan submitted proposes visiting the entire Florida portfolio in 2017, but we hope we will be able to at least visit those properties that did not have an MOR in 2016. We will keep everyone informed using the NTHDC website as more information becomes available.
HUD continues to move forward with their plans to re-bid the PBCA Contracts in 2017. NTHDC submitted responses during their information collection phase and hopefully provided some insight into the many things that are working well with the PBCA program. HUD has indicated they plan to release the procurement in the spring of 2017 with awards being announced in the fall. This will allow for any transition activity in late 2017 and new PBCA contracts being in place starting in 2018. We continue to appreciate the great relationships we have developed with the HUD staff, Owners, Agents and various industry groups who have helped us to be successful. We enjoy being your PBCA and look forward to maintaining our role in the future.
