HUD Notice H 2011-29 Tenant Participation Requirements

On October 13, 2011, HUD published Housing Notice H 2011-29 – Implementation of Tenant Participation Requirements in accordance with 24 CFR 245, Subpart B and HUD Handbook 4381.5, REV-2, “The Management Agent Handbook”.  This notice provides guidance on the rights of tenant organizations and also details sanctions for actions by owners/agents that constitute impediments to tenant organizations attempting to exercise their rights.
