ARRA Reporting Requirements for Section 8 HAP Payments Received
October 01, 2009
Please be advised that the contracts listed in the attached PDF file have received American Recovery and Reinvestment Act (ARRA) funds to cover a portion of its FY 2009 funding needs. Because of this, the Owner now has reporting requirements under the American Recovery and Reinvestment Act (ARRA). This letter, along with the attached documents, is intended to alert you to these reporting requirements and provide help in complying with these requirements. We request that you review the Florida Section 8 ARRA Funded Contracts if you have a Section 8 Rental Assistance Contract; to determine if your project was funded with ARRA funding, as the amendments were processed electronically to most contracts, without specific notification of the type of funding being provided.
Although there are two different sets of reporting requirements under ARRA, Section 8 projects are only covered by Section 1512—which requires recipients to report their project plan, the number of jobs created/retained, salaries of their highest paid employees, etc. OMB has created a government-wide reporting system for this purpose. Recipients should be registering now—and will need to fill out reports during October 1-10. The web site for registering and learning more about the Section 1512 requirements is:
In order to register under the OMB system, recipients must obtain a DUNS number from Dun & Bradstreet and also register with the Central Contractor Registration (CCR). The web sites for these are:
Please note the reports must be filed between October 1 through 10, 2009
